Abstract

This study aimed to evaluate the economic impact of the National Policy for Territorial Consolidation and Reconstruction, implemented in Colombia during the mandate of President Juan Manuel Santos. For this, the performance of tax collection in the regions selected by the policy, during the presidential period (2010-2014), was analyzed; an econometric study was designed, and quasi-experimental impact methodologies (propensity score matching and difference in differences) were used. The results evidence an increase of taxes in the regions where the policy was implemented, as well as greater fiscal independence. This shows the importance of political intervention for the improvement of the regional economy.
