The soil is the essential component to produce the city. In Buenos Aires, the supply of vacant land suitable for developing highly profitable real estate projects depends on the incorporation into the market of public properties and irregularly occupied land in popular urbanizations. For this, the State intervenes with two fundamental orientations: commoditization and private property. Since 2007, this has been materialized in two policies whose purpose is to transfer (privatize) land to real estate operators, both from public properties and by incorporation into the market of land irregularly occupied by popular sectors. The text analyses the process of redevelopment of Villa 31-31bis and the policies for the sale of public land.
