The encyclical of Pope Francis I, Laudato si'. About the care of the common home (2015), he presents a comprehensive ecological vision that addresses the deep relationship between human beings and nature. The effect of this encyclical is slowly beginning to radiate into public policy. This is the case of Santiago de Cali's Development Plan 2020-2023, "Cali, unida por la Vida", where the notion of caring for the Common Home is explicitly assumed as a starting point. It was interesting to study how this is understood and incorporated unprecedented approach in the construction of a municipal public policy. Consequently, the notion of territory as Common House was analyzed in the process of preparation, approval and validation of this Development Plan, from its initial application in the mayor's government program until the end of the discussion of the plan approved by the Municipal Council.
