In the processes of occupation of rural space, the norms given from the Territorial Planning have prevailed, which allows the advancement of urban land, in the face of the decline of rural land. This article presents a reflection of the processes of appropriation of the territory from the perspective of rural settings through these case studies, based on the conceptual reflection on rurality and governance. Through qualitative and quantitative methods, documentary techniques, review of primary sources, technical reports from cars, and secondary (carried out in the period from 2006 to 2020). Among the main results, a marked polarity is observed in environmental management in governmental and territorial institutions, a derogatory sense towards the protection of rural soil in both cases, for this reason it is necessary to generate regulatory processes and management in the pursuit of rural soil protection.
