Abstract

PEREZ, Marcelo  and  BORRAS, Víctor. Neoliberal Urbanizatioin and Territorial Conflicts in Eastern Greater Montevideo. Territ. [online]. 2025, n.52spe, a14545.  Epub Aug 15, 2025. ISSN 0123-8418.  https://doi.org/10.12804/revistas.urosario.edu.co/territorios/a.14545.

The article analyzes the new dynamics of metropolitanization of the elites in the eastern part of Greater Montevideo and the territorial conflicts they have sparked. To do this, it investigates the development of two significant real estate products: gated communities and nautical towers. Methodological triangulation is employed, combining document analysis, field observations, and in-depth interviews. The results show that the territorial reconfiguration of the metropolitan east is marked by neoliberal urban development patterns and recently exhibits features of real estate extractivism. These rely on a series of mechanisms that include the capitalization of nature and the reconfiguration of public policies to meet market needs. This process generates resistance among residents, resulting in successive territorial conflicts, as they identify that the current urbanization pattern threatens their ways of living and their right to the city.

Keywords : Urban neoliberalism; real estate extractivism; elitization; territorial conflicts; metropolitan area of Montevideo.
