Given the geopolitical and macroeconomic dynamics of globalization, there is insufficient consideration of social inclusion and culture in the public agenda. Therefore, the study established alternatives to consider social struggles and incorporate cultural management in the public policies of territorial development of Colombia. The documentary methodological structure, of a cross-sectional nature, and hermeneutical-interpretative approach laid the foundations for the conceptual foundation; the critical and dialogical analysis of the tendential relationship between the political and the economic, compared to the social and the cultural; and the on-tological, heuristic, systemic and convergent proposal for the conceptual instrumentalization of integrated territorial development. The results show the possibility of strengthening public management based on counter-hegemonic tendencies of valuation and vindication of social struggles and the role of culture in territorial development.
