This article argues that the constitutional guarantees achieved by indigenous communities in the wake of the 1991 Constitution were the result of a long history of negotiation between Indians from the Cauca and the Colombian State regarding land rights and their status within the Republic. It explores how Indians contested the elite and racist notions of citizenship of the governing class, and examines how they negotiated the partisan struggles between Liberals and Conservatives.
