The objective of the study is to describe the effects of the lack of order in the process of urban growth in Mexico, and to review the various theoretical and methodological foundations of urban and regional planning. The methodology is based on an extensive literature review, which has allowed us to address the current debate on trends in urban and regional policies. We find that the problems arising from lack of planning in cities and territories have implications for economic underdeve-lopment and social vulnerability in Mexico. The article also suggests the need to rethink and search for a kind of urban and regional planning that is responsive to local development needs and the various communities that share a space.
