The exponential growth of information and communications technology (ICT) together with the standardization of medical message exchange (as proposed by the organization Health Level Seven - HL7) allows interoperability between applications of health systems around the world. An example of such interoperability is seen in different countries of study, in this case Colombia, namely two completely independent systems can communicate with each other, simplifying the integration of information among medical systems. This leads health institutions to a new era of medical care. This article introduces a combination of techniques to design a prototype that facilitates the use of standards such as HL7, which is used for the exchange of medical information through XML within a branch of telemedicine called tele-diagnosis or diagnosis online. This type of diagnosis facilitates the exchange of medical information across a network by means of telematics, either (doctor-patient) to provide further information about the patient’s condition or for monitoring purposes, even for doctors to request a second opinion.
