VEGA ROMERO, Román. Health policy and social justice evaluation. Rev. salud pública [online]. 2001, vol.3, n.2, pp.97-126. ISSN 0124-0064.
I propose in this work a critical, egalitarian, and pluralist methodological perspective for health policy and social justice evaluation. It is the result of a reflection departing from the challenges posed to social justice by the actual Colombian Health System Reform. This methodological approach is grounded in a post-structuralist and critical systems thinking perspective of evaluation, looks for the deconstruction of neo-liberal health policies, and promotes, at the same time, plural and egalitarian relationships with the means of health. It develops the evaluative judgement through a procedure that includes three methodological guidelines: First, a descentered conception of critique before the problems and social effects of a health policy. Second, it understands subjectivity as autonomy, diversity and solidarity, and promotes it through the self-knowledge and ethical self-regulation of the social subjects. And third, it promotes people's participation in the process of policy-making and evaluation, looking for the improvement and reordering of society. These three methodological guidelines are interrelated in an iterative and complex way. They include the participation of affected social subjects in the exploration, choice and combination of methods and techniques, and of the strategic theoretical positions of a discourse, in the process of research and policymaking.
