This deals with examining the way in which health promotion and prevention action is understood, assuming that although such action has acquired importance and visibility, there is still some confusion as to its specificity. A comparison is carried out between the rationale guiding health promotion and that guiding the prevention of disease, with the aim of understanding their distinctive features and proposing, from their differences, the coordination of action in an integral health policy. Finally, a reflection is made on the existing difficulties and obstacles for assuming the specificity of health promotion in the prevailing health care model in Colombia .
