Abstract
MARTINEZ, FÉLIX; ROBAYO, GABRIEL and VALENCIA, OSCAR. Hygieia is no panacea. Conditions for a dialogue about coverage of social security for health. Rev. salud pública [online]. 2002, vol.4, n.2, pp.103-119. ISSN 0124-0064.
The current way of measuring the coverage of social security in Colombia and Latin America is analyzed, without taking into account the basic principles of social security. Whether the rationality of health insurance is compatible with the rationality of cost-effective public health activities is questioned as well as if the health plans designed under the latter vision insure the individual people or the state. The question of whether the basic health and mother-child plans, considered nowadays as health insurance in several Latin American countries and promoted by multilateral agencies, are not different from the same public health plans which have always existed and if therefore the term social security is simply being misused and abused of, is examined.
Keywords : Insurance coverage; social security; social justice.
