Abstract

It is well recognized that human rights do not receive, everywhere, the appropriate level of respect. For that reason the authors consider that the development of a serious policy regarding human rights is urgent, particularly for Latin American countries. In our country _Colombia_ the situation related to the violation of the human rights is considered critical. It is therefore absolutely necessary that plans and actions against those violations be implemented and a policy created to protect and promote economic, social and cultural rights particularly among the population suffering the scourge of forced displacement. The object of this article is to briefly examine local and national policies regarding the protection of the human rights of the displaced population in Colombia. At the same time, the article includes the study of a specific case in an area of the capital city of Colombia, Bogota, named Usme.
