The means to limit or reduce the entrance of people to the system of distributing resources appears to await the possibility of accessing justice through what is called the "Route to Attention" for displaced people. The way the entrance of people is reduced or it is limited after the distribution of resources it seems to be what it is of the possibility of access to rights after the route for the Attention to the displacement situation. The set of translations proposed by those who implement the policy arranging to the access to the resources proceedings or actions nondetermined and that they exceed the initial requirements determines a result: the system that meets whom they try to accede to him.
