This article shows the result of an analysis of the barriers to the protection of the rights of consumers in the Colombian Caribbean, from the competence framework created by Law 1480 of 2011 and its application in the region, as input to suggest measures that allow to increase the protection level of the consumers' rights, taking as reference the cities of Cartagena, Santa Marta and Sincelejo. In this context, it was found that the promotion of rights by the institutions that are part of the National Network for the Consumer Protection in the territories acquires a preponderant role in regard to their protection. For this reason, in this article the main consequences of poor promotion in the access route and guarantee of consumer rights are shown, using legal vulnerability as the category of analysis.
