EBERHARDT, Maria Laura y BASABE-SERRANO, Santiago. Crisis in Ecuador. Recall Among other (Failed) Means of Early Departure of President Guillermo Lasso (2022-2023). Estud. Socio-Juríd [online]. 2024, vol.26, n.1, e26103. Epub 22-Nov-2023. ISSN 0124-0579. https://doi.org/10.12804/revistas.urosario.edu.co/sociojuridicos/a.13559.
The Recall is a constitutional mechanism that enables an early departure of the rulers by the citizens. In Ecuador, it reached the president where its legal design underwent important and contradictory modifications, which affected its power of vertical accountability. So much so that, to date, no recall election process has been voted against an Ecuadorian president. A close, although failed, attempt occurred in 2022 when a social group filed a petition against President Guillermo Lasso. This work reports on its failure and reviews other means of premature dismissal of the Executive that were activated simultaneously. In short, it seeks to elucidate the potential and limits of the recall election to resolve serious crises associated with the figure of the president.
