Historically, the theory of democracy has been separated into useless processes which made it, comparatively, less capable to explain the reality of the management neither of the public nor of the state business. Hence, the entry into the public arena by democracy always refers to the democratic issue. Therefore, democracy cannot offer an explanation of any electoral process carried out within itself. In this article, a review of the major democratic approaches will be presented in order to contrast them then with the economic theory of democracy in terms of judging its explanatory power given the reality of is Colombian history: Based on the last legislative elections, the study of the pragmatics of any party is order, in the present case of the Colombian Conservative Party, an example of the creation of elites in a democratic system, that, rather than rebuilding, comfortably maintained the nation's conservative representation in the Congress of the Republic of Colombia.
