The human rights that integrate the rights of children are conceived of as the substantial content of a democratic system and consequently frame the state and the social construction of families. The objective of this article is the analysis of the development and implementation of the public policy for children and adolescents in 2011-2021for the city of Bogotá. The methodology used is qualitative document analysis. In terms of the identification of the problem, it is shown that the policy-makers took the defined needs and the governance structure of the policy into account and accordingly presented several alternatives. The process of identifying typologies of public policy according to districts made it possible to understand the complexity of the exercise and that in many cases the implicit existence of multiple types is due to the diversity of contents and embedded intentions. However, it is necessary that the policy is inclusive towards the population in general so that it becomes a window of opportunity for human development in all of its dimensions.
