Stakeholder engagement should respect the principles that guarantee effectiveness and be timely, inclusive, transparent and iterative. However, the creation and implementation of regulatory frameworks on innovative topics is sometimes biased by a dominant party in the discussion. This article demonstrates how the design thinking approach, mainly in its co-creation phase, is potentially conducive to the creation and implementation of so-called Artificial Intelligence (AI) strategies, due to its emphasis on respect for human dignity and other fundamental attributes such as empathy, although it has several challenges for its implementation. This approach is based on a deductive methodology through the process of creation and socialization of AI strategies that were developed in Canada and Colombia. This article seeks to incentivize technological and regulatory innovation through design thinking so it can be considered an integral part of the actual convening of multiple stakeholders in order to facilitate the creation of a proactive digital ethics program that prevents existing concerns related to large-scale AI adoption.
