This article exposed on the main legal interpretation in the right constitutional and the protection human and fundamental right's, to searching strong a social state' right, how purpose the practice, apply law, but avoid to unknowl-edge or ignorancethe passive subjects or citizens received. Also, it's to acknowledge the impact values and principles in the interpretation, understanding and apply law by judicial actors, the factual new circumstances and the historical context changes, the necessity to express trial in the reasonableness and weight are presents, establishing hierarchical levels and constitutionals precedents, respecting legal normative and regular conduct society's.
