The influence and technological resources boom in the development of modern societies, particularly the Internet phenomenon to be the leader in the revolution of Technology, Information and Communication, has managed a new way of interaction between human beings to be marked such as instant, current and universal, as it allows the approach of people without boundaries or geographical barriers; hence begin to consider and endorse this technology as a perfect medium to overcome the shortcomings of participatory democracy space, and even building a deliberative. This document is the result of progress in building state of the art of democracy and freedom of expression Internet research. Analysis of digital democracy in Colombia, and he positions that are built around the digital democracy and theoretical approaches in our country are presented. However, reflection is based from the understanding that we respect citizen participation in democratic societies, where the exercise of freedom ofexpression, citizen involvement and empowerment is the product of a civic education to be understood citizenship as thoughtful, conscious and informed by practice which achieves claim and protection of fundamental rights within a plural and deliberative framework.
