The Plan of Action on Ageing since World Assembly in Madrid, provides that an aging society "requires changes in attitudes, policies and practices at all levels and in all sectors, so that they can be realized the enormous potential of aging in the XXI century" (ONU, 2003, p.10). This thinking involves a com-mitment from both the public and private sectors in all countries, including Colombia can be counted , and that because of the research project is contex-tualized in the department of the Atlantic and the capital district, Barranquilla, where it is intended that their elders revolve around what is known as Active Aging, a term that is part of the axes of the National Policy on Aging and Ag-ing, as well as departmental and district policies in this regard, since they are the manifestation of our Magna Carta when contemplating duties and rights for its citizens, Mechanisms for participation and social control, among which the citizen Watchdog relievar that as legal figures should be socialized in order to mitigate the violation of rights to adults older located in our territory
