The objective of this paper is to reflect upon the historic process that Latin America has gone through for the last decades, to answer the questions that have been raise about populism as well as its relation with democracy. The aforementioned tendencies, are identifiable in the center of Latin-American societies and have revealed the need to make an exploratory inquiry that in clude the examination and study of documents along with the willing observa tion of the phenomenon. For this purpose we have summarize the opinions of diverse authors on populism and remarked on some differentiation aspects with democracy. Reviewing the diverse experiences in Latin-American we set our focus on the difference between the Venezuelan and Uruguayan political systems. It is conclude that despite the fact that both regimes are under the umbrella of socialism, when we compare them, we can see big and deep differ ences, as much in their public policies as in the pragmatic implementation of the complex relation between the bodies of government.
