This analyzes the community councils’ black communities functions. For this purpose, the legislation related to community councils issued in Colombia was checked, using a documentary research finding that community councils’ functions of black communities are not established in a literal manner. So, taking into account the above mentioned, functions were classified in: Envi ronmental, political, civil and judicial functions.
