Abstract

This paper analyzes the re-election process in Colombia conducted in 2006 and its impact on Colombia’s 1991 Constitution. Also, a third re-election process with a personalized leadership characteristics corresponding to Latin American electoral processes between November 2005 and December 2006 is analyzed, we are talking about twelve presidential elections as a proposal, which highlight fundamental aspects of the function of democracy questioned by indefinite re-elections processes in some South American countries particularly. Based on these analysis, the core of 1991 Constitution is supported as a participatory democracy, giving actors and social movements the opportunity to participate in the electoral contest with guarantees of the traditional parties. In this sense, this analyzes focuses on the emergence and frame of personal leadership, interest preservation created regarding government type, political careers of its collaborators, etc; that guarantee the continuity of political projects, depending on personal leader physically positioning in the Government generating in this way every project linked and addressed by the relationship among the rest of the leaders and the Government through the president and not through the parties.
