Education is of the most importance for public servants as they qualify and strengthen their competencies; and these, in fact, must be directed to the fulfillment of the plurality of functions that they carry out in their daily lives and to be concordant with the different positions represented by them, in an effective way, with speed, effectiveness and transparency. That is why, in this article, there is evidence of the analysis of concepts such as decentralization that highlight the autonomy of Colombian administrative entities, existing in Social States of Law such as Colombia; as well as the monitoring of resources allocated to public management for the benefit of citizens, in different contexts.
