The purpose of this research is to present, within the thematic axis of political theory, a new form of social organization of government that can help to guarantee the must be of democracy within the framework of human and political rights. Democracy is constantly violated because of the unbalanced influences in decision-making, which deforms it in the plutocracy and ochlocracy, the above happens under the disguise of legitimation that holds the elected authority to govern. The methodology used documentary, bibliographic review and critical analysis, which explains the construction of the concept, based on historical and philosophical antecedents, and describes the qualification and qualification before which the applicant must be submitted to represent the people with suitability. Aretedemocracy (Aretecracy) or Virtuedemocracy (Virtuecracy) is a form of social organization that attributes qualified, skilled and qualified ownership of power to the whole of the citizenry, strictly speaking, Aretedemocracy or virtuedemocracy is a form of government in which the people adopt collective decisions through the concurrence of two scenarios, the first of these is aimed at achieving the prior qualification of the pretenders to be representatives of the people, the second scenario comprises, after obtaining the qualification, direct or indirect citizenship participation mechanisms.
