The article socializes the doctoral thesis project which has already been positively evaluated in the Doctorate of Administration of the Universidad del Valle. This paper seeks to analyze the term public management in the first place to later explain the subject of planning as a historical context. In a second part, the theoretical framework and the methodology to understand public administration (public management) as well as its political, economic, administrative and social impact are explained.
