The objective of the article is to address, in a coherent and conceptual way, what happened in the Municipality of Santiago de Cali between April-June 2021, with theoretical and conceptual approaches around protest and social mobilization; the methodology is qualitative framed in the documentary and digital analysis, which evidence facts and actions of the government in the Cali territory. The Conclusion is that the framework leads to the consolidation of comments for a base of critical history, legal analysis and permanence of social protest as a right and democratic exercise of a Social Law State.
