In the last decades of the twentieth century Latin American cities have been undergoing major socioeconomic changes.

The new configuration fragmented city, as well as emerging forms of social exclusion are complex processes that become challenges for social policies and presuppose the need to redefine them. The state plays a central role in this scenario, as through an effective use of its human and financial resources can delineate policies that attempt to create conditions of social equity, and promote and fulfill the rights of citizens.

From the results obtained in the construction of the Social Map the Metropolitan Area of Mendoza (Argentina) in 2001, is intended to identify various social policies, such as housing and involving the expansion or improvement of public services for the most vulnerable sectors of the case study (critical or deficit), inquiring whether these include a territorial.
