Abstract

Starting from contradictions of objectives and strategies of urban development in relation to the large fragmented city planning interventions, localized in selective opportunity areas, according to real estate targets, concretized by Urban Projects and associated management tools, spread in Latin American cities in the neo- liberal context of the late twentieth century, this article reflects on the evolution and adaptation of these instruments depending on requirements, emerging trends and approaches in the regional neo-institutionalist context of many Latin American cities in the XXI century.
One of these emerging alternative urban operations was conducted by the Buenos Aires South Corporation State Society, which carries thirteen years in the same city, with continuities and ruptures in terms of exemplary approach to managing urban development and evolution of Urban Projects and its management instruments.
