Abstract

It argues that exist a real land use planning in the Colombian south- western region, the Pacific región, this región is composed by African descent people, indigenous and peasant communities. These people are called to realize the path indicated by the Constitution of 1991, that is, to build an intercultural terri-toriality based on the principles of autonomy and self-determination. However, against this royal order, the preliminary agreements Havana threaten to impose an external and exclusive system, which could eventually ignore the progress and achievements of ethnic groups.
