This paper discusses a case study about the urban transformation process of Bogota between the years 1995 and 2007. Theoretical criterias were established aiming to identify management tools and urban planning instruments which were adopted as the bases for the research of documentary sources. Conduct patterns performed by the three analyzed mayors are identified and described. Based on such patterns an urban management framework is proposed.
