Housing-building policies entail a spatial-temporal scheme that the actors involved in their execution must go through until the delivery of the desired good-the dwelling-takes place. In this space-time scheme, waiting takes on singular importance. As long as this public policy in question revolves around the delivery of housing, the contractors must await the completion of their physical construction and presents, for local government officials and workers, the need to "make time" until homes are in condition to be delivered. In the case under study, this wait takes place in workshops called pre-moving in which they are set, as I will demonstrate in this article, different senses in dispute about the reason for this wait, as well as a first encounter between planned spaces and Inhabited spaces. This article arises from a field work carried out during the years 2011 and 2012 in the municipality of de Avellaneda, in the Área Metropolitana de Buenos Aires, and seeks to contribute to the discussions on the waiting that are developing within the Social Sciences in relation to the implementation of public policies of various fields, such as public health policies.
