Abstract

The urban conformation of Comodoro Rivadavia has historically been influenced by the extraction of hydrocarbons, thus, access to urban land has always been conditioned by this activity. This city responds to a global environmental crisis that has emerging risk, which was reflected from the extraordinary rainfall in autumn 2017. This paper analyzes how the difficulties of access to land are a fundamental component in the formation of scenarios of environmental risk. Recognizing that these correspond to complex systems, and in the search for views that converge in political ecology, it is intended to link these difficulties with the construction of vulnerability. The methodological approach included conducting interviews, reviewing journalistic sources and the interdisciplinary approach. By way of conclusion, we argue that the difficulties of access to land generated by the oil industry were a structural cause of the environmental disaster.
