Socioecological systems (SES) are a form of territorial analysis to identify needs, causes, flows and interactions to establish focal points of environmental and social sustainability. Irrigation Districts (RD) are a resource of physical capital created by social capital for the development and increase of regional production; These are institutions that allow the use of water to boost the economy. They are a direct result of anthropic action, mediated by human capital for the continuous use of water resources. Organizing the territory around water in the DR has the objectives of strengthening monitoring instruments, knowledge of irrigation and promoting institutional agreements focused on sustainable development in which the contributions and properties of natural, human, and social capital are concentrated. and physical, to save the productive identity of the territory. Analyzing DR in territories seen as socio-ecological systems provides an effective tool for decision makers, with the purpose of analyzing and facing the challenges that arise in various productive and environmental scenarios. This article describes why DRs are not socio-ecological systems and investigates their capitals and their articulation with the territorial planning policy around water.
