Abstract

Environmental impact assessment needs standard tools with established framework for environmental assessment. Colombia has some achievements on this, due to the promulgation of reference terms for environmental studies in the industrial sector; however, it is evident the poor quality of environmental studies, a wide diversity of methods with inconsistencies both methodological and conceptual, together with value judgement based on evaluator's criteria and qualitative assessment scales poor defined or inadequate, biasing the results.

Due the above mentioned, this article presents a methodological qualitative framework for the environmental impact assessment of infrastructure projects in the Colombian context, taking into account the technical cycle of the project.

This article is organized as follows. First, the conceptual background that gives origin to the methodological proposal is presented; then the methodological approach to the research is presented. Later, the framework is explained, and finally there is a discussion about the main findings of this research.

As a conclusion, it is need to improve the attribute's scale for environmental impact assessment in order to reduce the bias in environmental assessments, and getting more standardization in the process of measuring the environmental impacts of infrastructure projects in Colombia.
