CAN-MERCOSUR integration is the result of an integration process that can be divided into three stages, the first of negotiations that begins with the creation of MERCOSUR in 1995 and was consolidated with the Integration Framework Agreement 1998 with the Andean Community CAN Nations, the second signing ACE Commercial Complementation Agreement 59 of 2004 CAN-MERCOSUR, and a third reduction program development that frames the evolution and tensions of the new anti American regional political scene and the signing of the Treaty of Trade Liberalization Colombia-United States.

Facing the integration process, the participation of Colombia has been active throughout the period analyzed, not without opposition from political and economic sectors, in spite of recognizing the country its asymmetry in development and this is reflected in the Trade Agreement preferential treatment for the country in the schedule, as well as recognizing their extra- regional free trade, both important elements in its policy of free trade, which together with the possible disintegration of the CAN and thus the loss of a market value added, do see the integration with MERCOSUR as a suitable option to keep regional trade and expanding its economy of scale, greater border integration, foreign investment and access to science, technology and learning with countries more developed south, not without ignoring the importance also of all of South America in search of consensus on security policy and economic and physical integration.
