Abstract

BASED ON ETHNOGRAPHIC RESEARCH IN TWO WAYUU COMMUNITIES OF LA GUAJIRA, this article analyzes two aspects regarding the performance of indigenous representatives in the subsidized health care system: on the one hand, the given conditions and room for maneuvering their participation in order to carry out their functions; and on the other, the strategies employed by these representatives to guarantee access to health services. This study reveals one of the characteristics of multicultural systems: while general and inclusive at the regulatory level, they are inflexible at the local level where policies are implemented. Actors' strategies reveal the constraints imposed by the system on their performance as local agents. Nonetheless, the results of these strategies also depend on local institutional logics and socio-cultural dynamics.
