In this article I address the emergence of the concept of ethnic differential approach in the context of the humanitarian crisis caused by internal forced displacement, between 1995 and 2009. I suggest that, conceptually, the differential approach can be understood through three modalities that mobilize different conceptions about cultural difference, vulnerability and change. These modalities are characterized by essentializing visions or relational visions of these notions, and a third one that takes from the previous two and includes the recognition of the condition of authority of the collective victim based on her differentiated rights. I will also develop how the ethnic differential approach progressively incorporated the legal principles of proportional equality and diversity, and how it enabled an intense field of negotiation for the organizations and their ethnic authorities, due to the convergence between the implementation of the differential approach and prior consultation.
