Using an ethnographic approach, this article describes and reflects on the impact of the implementation of public cultural policies on the practices of bandas pelayeras musicians between 1991 and 2010. The analysis reveals the difficulties faced by Colombian state cultural institutions in understanding the internal logic of these musical groups, and how such limitations gave rise to tensions that ultimately transformed their practices. This study contributes to the discussion on the disconnect between cultural policy design and its implementation within a strongly centralized state framework. In conclusion, the article highlights how the imposition of exclusionary quality standards contributed to the construction of a discourse that positioned bandas pelayeras musicians as inferior to those involved in other musical traditions in the country.
