Abstract

This study analyzes the issues surrounding the Machángara river stream in Quito, highlighting detrimental practices generated by neighboring communities and aggressive territorial expansion into protected areas and highly vulnerable areas. As the cause of this, is the ineffective application of regulations and the State's neglect regarding settlement risks, resulting in decrease of natural resource quality, urban decay and health problems among the exposed population. The hypothesis suggests that in order to improve urban quality and mitigate health issues, it is necessary to restructure regulations and thus rectify past territorial policy errors. The study aims to analyze some proposals implemented in countries with similar characteristics, to reflection on the process of coordinating and linking actors in the implementation of successful planning tools and processes, and subsequently to develop guidelines to address the recovery of the Machángara stream. To this end, a combined methodology is proposed to comprehensively asses the problem and explore potential solutions. In conclusion, the study emphasizes the need to implement corrective measures and revise territorial policies to mitigate adverse impacts on the exposed population and improve urban quality in the Machángara creek settlements.
