With the recent financial crisis, which originated in the mortgage market of the U.S., the role of financial regulation has been reconsidered, especially with regard to the two main sources of financial instability in the system: capital flows and poor risk management. As a consequence, experts and policy makers have suggested that the measures in Basil II need to be revised, and that a series of changes regarding supervision and control of the international financial system must be done. The financial reform plan, recently presented by the president of the U.S., Barack Obama, has been added to the debate on the structure of financial regulation. In this paper, the main topics that have emerged from the debate are discussed.
