The objective of this article is to analyze public policies of business development and innovation in Spain, on a perspective of the new public management, governance and a business incubator of high incidence on its formulation, BARCELONA ACTIVA (BA). For the methodology, the paper uses a case study, combining the documental analysis with the semi-structured interview. Results shows that BA has become in a local development agency, where public and private institutions (which have played an important role in the formulation, execution and evaluation of policies, given their advances in the implementation of the principles of the public management model modus viviendi and/or treated of action) have a seat in the board.
