Studies have confirmed that academic spin-off configured in most as new firms ''technology based'', found to be more innovative than the average of companies, contribute directly to the creation of knowledge, and represent the source of new skilled jobs. This paper, from the analysis of 15 successful cases of local economics in terms of systematic creation of innovative start-up, provides to the building of different hypothesis. In this context, the investigation focuses in the study of characteristics and the roll of each kind of actor defined as ''metaorganization'', active in the creation of new innovation networks as well as the test of development policies of local systems. For our purpose, from the analysis of an international network sample, whose units are chosen according to the level of development of the support network to the creation of innovative companies, we develop a model in three stages, based on the model of Larson and Starr that describes the network lifecycle; this allows to define common conditions and to highlight fundamental characteristics and the observation of the functions performed n the different stages for the key actor: ''meta-organization''.
