Resumo

This paper aims at setting up a performance model able to create employment and viable cooperative organisations. It is a model which makes the most of public resources and develops effective policies based on cooperative work among the Public Administration, University and work integration social enterprises. There will be an analysis of the ''Triple Helix'' Innovation thesis by Etzkowitz and Leydesdorff in order to establish a new model applicable to the current state of economy in which the above mentioned agents work together following the same guidelines, and focusing their efforts in the same direction. The model proposed herein is original, applicable to different settings and extensible to other organisations. It is the model's objective to contribute to the development of specific areas, particularly vulnerable to unemployment with economic difficulties.
