This paper makes a characterization of SMEs in Paraguay compared with characterization from other countries in Europe and Latin America, policies applied in the promotion of their development since 1970s and a proposal of policies for Paraguay, and there are proposals of policies and guidelines for a program to support SMEs. This paper is based on the experience of the author on three projects: 1) SMEs support of the European Community, consubstantial in CEPAE - Center of Business Support of Ministry of Industry and Trade conducted between 1994 and 1996, 2) The ''Project of Coalition for Competitiveness of SMEs (CCPYMES) MIC/GTZ'' in 1999, and 3) actualized with results from the program of support for SMEs conducted by the Ministry of Industry and Trade with cooperation of IDB, this program is better known as PR100 completed in 2012.
