Looking for the economic fairness we have discovered that legislations have presented a duality in the regulation of the interest rates; this has generated a legal and financial insecurity. This has motivated the deepening of this reality that has influenced the economic history of the human beings. In most cases in which the society has treated to regulate it, the actions have been insufficient to face realities of each country. These do not have been in agreement with the dynamics of the economy, by which in most of the cases this legislation is not coherent, as it has been possible to verify in many countries. Three stages exist in which different aspects are handled: civilian, commercial and the same reality of the markets that contrasts with the interests recurring to so outlandish forms that they exceed the limits of the imagination.
