The evolution of the world, of organizations and the growing interest in efficient and effective management, have changed the control approach, an aspect that is closely related to risk management. The objective of this article is to design a methodology for the management of business risks based on quantitative techniques as support for decision making. For this we used a set of techniques based on networks (Management's fish net), which are integrated into the body of risk management. As a result, a five-step, twelve-step, and eight-task procedure under the management guideline, in addition to its prospective validation, is obtained through Petri nets and expert judgment, allowing errors to be avoided prior to application.
