The objective of the research is to identify the main characteristics and development of governance of innovation environments in the municipality of Santa Maria. The theoretical basis for the article’s development consisted of the governance model proposed by Provan and Kenis (2008) of the Network Administrative Organization (OAR). For the data collection, in-depth interviews were conducted, as well as secondary data that were analyzed through the content analysis technique. As results, we verified that mature innovation environments have a governance similar to OAR, but we indicate deepen studies with other agents of these environments. In respect to the embryonic and growth/ development environments of innovation, they still need a greater internal structuring of their environments and work on issues especially regarding trust, integration and network commitment.
